Executive Leadership Team
The Executive Leadership Team (ELT) comprises the Chief Executive and seven senior managers who collectively oversee all the activities that make up NPDC’s operations.
Position: Chief Executive
Craig is the sole employee of the elected Council and is responsible for the overall leadership of the NPDC organisation and the delivery of all its functions across the District. Craig employs all NPDC staff who, together with our contractors, deliver the myriad of activities, services and facilities available to residents and visitors. Craig is the chief advisor to the elected members and responsible for ensuring their decisions are implemented.
Position: Deputy Chief Executive
Kelvin oversees our Strategic Partnerships portfolio which includes our City Partners programme. He also looks after our Civil Defence emergency management function, Iwi Liaison and Community Partnerships Teams. Kelvin also co-leads our post lockdown regional recovery work.
Position: External Relations Manager
Jacqueline leads the team that provides marketing, promotion and design services across the organisation and is responsible for NPDC's internal and external communication. She is the key contact for all media relationships and oversees much of the consultation with the public.
Position: Group Manager Corporate Services
Joy is responsible for leading our Financial Services Team, the in-house Legal Team, the Property Team, the Policy Team, the Governance Team as well as the procurement and risk management functions. She also has oversight of NPDC’s CCO’s and the Perpetual Investment Fund.
Position: Group Manager People and Wellbeing
Mary leads our Human Resources and Health and Safety Teams. She’s responsible for organisational development and works closely with the Chief Executive on organisational culture. Mary makes sure that we have the right people staffing our services and facilities and that we stay on top of the skills and expertise that we need.
Position: Group Manager Planning and Infrastructure
David leads the teams that manage all of NPDC’s essential infrastructure and planning, including the Three Waters (drinking water, waste water and stormwater) Team, transport, waste and resource recovery, as well as parks and reserves. David is also responsible for overseeing infrastructure projects, such as maintenance, renewals and construction, and a wide range of planning functions.
Position: Chief Information Officer
Steve oversees the technologies (digital and information systems) that underpin all of NPDC's operations and is responsible for ensuring these are up to date and fit for purpose. His responsibilities include our information management (records and archives) function as well as our business transformation function.
Position: Group Manager Community and Customer Services
Teresa oversees the majority of our public facing teams and functions including Puke Ariki Museum and Library, district libraries, Govett-Brewster Art Gallery and Len Lye Centre, Todd Energy Aquatic Centre and our district pools. She is also responsible for our front-of-house and Contact Centre Teams, events and venues including the TSB Bowl of Brooklands, the TSB Stadium and the TSB Showplace. Teresa’s other responsibilities include building consents, parking control, animal control, licensing and environmental health services.
Position: Executive Assistant to the Chief Executive
Linley provides a range of support services to the Chief Executive, the office of the Chief Executive and the Executive Leadership Team. She also provides backup to the EA to the Mayor.
