Roading Safety Engineer

The successful applicant for this role will be responsible for managing the council’s roading safety management system. This also involves general roading asset management functions and associated customer service functions.

Applicants for the position shall preferably have a relevant tertiary qualification such as a BE or NZCE/REA.

The successful applicant will need to show a high level of enthusiasm (particularly in the field of road safety), commitment to excellence and very good interpersonal and communication skills. You will also need to be a good team player.

Job Description

Position title: Roading Safety Engineer
Reports to: Manager Roading Assets

Purpose of the role

  1. To manage the council’s roading safety management system.
  2. To assist with the general roading asset management functions.
  3. To assist with the management of the roading team’s customer service functions.

Key relationships

Internal: Team members from within Community Assets Group, particularly the Roading Assets Team, other council groups, community boards.
External: Consultants, contractors, New Plymouth citizens and businesses, external agencies.

Key responsibilities


Manage the Roading Safety Management System (SMS) (60 per cent of job, high importance)

Means:

  • Assist with building SMS provisions into the relevant professional services and physical works contracts.
  • Ensure that the SMS development is progressed on a Taranaki region-wide basis.
  • Assist with the review of existing speed limits, utilising advice from external consultants and agencies such as Land Transport NZ.
  • Regularly liaise with the NZ Police over traffic safety issues where enforcement is required.
  • Participate in Taranaki Road Safety Action Planning Group and Road Safety Management Group.
  • Maintain Safety Deficiency Register.

Expected results:

  • The SMS is regularly reviewed and its implementation across all roading facets is undertaken.
  • A formal crash reduction study is undertaken every three years.
  • Existing speed limits are reviewed as circumstances change and the need is identified.
  • Issues involving excessive traffic speeds are investigated in a timely manner.
  • Pedestrian crossing/kea crossing issues and requests are investigated in a timely manner.
  • Timely consideration/investigation is given to other road safety issues as and when they arise.Return to top

Assist with general roading asset functions (30 per cent of job, high importance)

Means:

  • Liaise with the Manager Roading Assets and other relevant council staff to determine scope of intranet and website utilisation.
  • Formally document Roading Assets Team procedures and processes and review as required.

Expected results:

  • Optimum use is made of the council’s intranet (Gloria) and website.
  • The review and development of Roading Assets Team procedures and processes is undertaken.
  • Tasks are undertaken associated with the Improvement Plan of the Roading Asset Management Plan.

Assist with customer service functions (10 per cent of job, high importance)

Means:

  • Assist with monitoring performance of the Roading Assets Team, its consultants and contractors in respect of customer service.
  • Respond to and deal with routine public complaints and enquiries.
  • Regularly review the Frequently Asked Questions (FAQ’s) associated with roading.
  • Assist with coordinating the training of Customer Support staff in regard to roading-related issues.

Expected results:

  • Customer service standards as defined under the council’s Customer First initiative are achieved. 

Roading Assets Team contribution (incorporated in all of the above, high importance)

Means:

  • Provide customer focus.
  • Provide team contribution.
  • Provide adaptability by responding appropriate to different situations.
  • Provide a commitment to excellence.
  • Ensure communication is open, honest and objective.

Expected results:

  • An effective contribution to the overall performance and culture of the Roading Assets Team.
  • The undertaking of Roading Asset tasks from time-to-time which may not strictly fall under the defined key responsibilities.Return to top

Qualifications and knowledge

  • Batchelor of Engineering (Civil) or NZCE/REA.

Specific Terms and Conditions

The general conditions of appointment are set out in New Plymouth District Council Core Terms and Conditions Document.  Other features are set out below:

a) Dress
The appointee shall maintain a neat and tidy standard of dress during working hours.

b) Health and Safety
The appointee shall be required to wear appropriate safety equipment as and when necessary and co-operate and participate in the council’s health and safety programme. Safety equipment will be provided by New Plymouth District Council.
