Graduate Engineer Reticulation

Do you want to take on project management challenges while still enjoying a good lifestyle?

Do you have an engineering degree or similar qualification with experience in managing construction projects?

Are you interested in providing essential infrastructure services to your community?

If you answer yes to any of the above then take this opportunity to work in the Water and Wastes Team for New Plymouth District Council.

You will rise to the challenge and deliver innovative solutions to provide long-term value within the district’s three water networks. You will ensure a secure, healthy, and sustainable future and to keep New Plymouth District as “the place to be” through your input to the asset management plan and Long-Term Council Community Plan, and through your management of consultants and contractors delivering project works.

Ideally you should be an engineering or technology graduate or have experience in managing contract delivery in design or construction of water-related assets. You will need to hold a driver’s licence, be computer literate and have good communication skills. Experience with water, sewer and stormwater reticulation and hydraulic network modelling software would be an advantage.

You will be offered training to expand your knowledge and be expected to develop good project and financial management skills.

Job Description

Position title: Graduate Engineer - Reticulation
Reports to: Team Leader Projects

Purpose of the role

  1. To plan, implement and manage the council’s capital works programme for water, stormwater and sewerage reticulation, as part of the annual programme agreed to in the Annual Plan.
  2. To assist with input into the Asset Management Plan and Long-Term Council Community Plan.
  3. To assist with the establishment of a centre of excellence in water and wastes services.
  4. To undertake specific reticulation projects as agreed with the Manager Water and Wastes.Return to top

Key relationships

Internal: Team Leader Projects, Senior Engineer, Manager Water and Wastes, Geospatial and Asset Strategy team, Manager Procurement, other Water and Wastes staff.
External: External regulators, consultants, contractors and New Plymouth citizens and businesses.

Key responsibilities

Delivery of annual programmes as part of the Annual Plan (70 per cent of job, high importance)


Means:
• Ensure detailed capital work schedules are prepared to meet the levels of service, annual programme, renewals and asset disposal.
• Measurement report on achievement of work schedule.
• Prepare contract documents and tenders in line with council policy and legal requirements.
• Ensure all capital works meet planning, building and all resource consents.
• Address public enquiries/complaints in the agreed timeframes (service level agreements).

Expected results:
• All projects for stormwater, water and sewer networks are planned and programmed into an established priority and estimates prepared.
• Renewals identified for the year are completed within defined expenditure levels.
• Agreed works necessary to increase the network capacity to meet the levels of service for existing and future customers are completed.
• The capital works programme for stormwater augmentation, water rural extensions and sewer renewals and extensions are completed as per the priorities established and within defined budgets.
• Capital works for stormwater and sewers are undertaken to meet defined levels of service.

Financial management (20 per cent of job, high importance)


Means:
• Report on expenditure against budget on a monthly basis and accounts for variations.
• Assist with production of ten-year estimates for the LTCCP and Annual Plan.

Expected results:
• Targets are achieved and money spent in relation to input or/returns on investment is optimised.
• Bundling of projects is planned in order to gain maximum efficiencies and capture of resources for reticulation projects.

Asset management (10 per cent of job, medium importance)


Means:
• Liaison with Senior Engineer and Team Leaders (Water and Wastes) and consultants as necessary.
• Implementation of network modelling of stormwater and sewer systems.
• Maintain water hydraulic model and develop water efficiencies through improved network management.

Expected results:
• Works are undertaken in line with the Asset Management Plan to improve the lifecycle management of the network and examine current and future costs.
• Provide expert advice on reticulation asset issues as required.
• Asset disposals occur in line with the Asset Management Plan.

Qualifications and knowledge

• Registered Engineering Associate.
• Computer literacy.

Specific Terms and Conditions

The general conditions of appointment are set out in the New Plymouth District Council Officers’ Collective Employment Agreement. The main features and job specific features are set out below:

a) Remuneration
The remuneration for the position is $40,885 (85 per cent) to $56,800 (100 per cent) per annum.

b) Hours of work
The standard ordinary hours shall not exceed 160 every four-week period, up to 10 hours of which shall be worked on each day of the week between 7am and 6pm, Monday to Friday.

c) Dress
The appointee shall maintain a neat and tidy standard of dress during working hours.

d) Health and Safety
The appointee shall be required to wear appropriate safety equipment as and when necessary and co-operate and participate in the council’s health and safety programme. Safety equipment will be provided by New Plymouth District Council.
