Neighbourhood Reserve Management Plans

We are preparing a New Plymouth District Neighbourhood Reserve Plan (excluding Waitara) and a Waitara Neighbourhood Parks Management Plan.

On Monday 15 December we will release the Draft New Plymouth District Neighbourhood Reserves Management Plan for public consultation.

The plan outlines how the district's 33 neighbourhood parks and reserves will be managed in the future and includes development concepts for each park or reserve.

Frequently asked questions


What is a Neighbourhood Reserve?
The definition of a neighbourhood reserve for reserve management purposes is a reserve that is:

  • Designed for use by local residents.
  • Managed by us and used by the public as a reserve.
  • Suitable for active or passive recreation.
  • Suitable for or may include play equipment, seating, paths and attractive amenity planting.
  • Easily accessible.
  • Well maintained, free-draining, flat or gently undulating.
  • Adaptable to changing demographics.

What is covered in the draft plan?
Chapter 1:
Introduction
Chapter 2: Provides the context within which this manageemnt plan has been developed, including national legislation and plans and policies within Taranaki Region and New Plymouth District.
Chapter 3: Describes considerations particular to tangata whenua in the district.
Chapter 4: Outlines objectives and policies that apply to all neighbourhood parks and reserves.
Chapter 5: Levels of service relating to the development of neighbourhood reserves.
Chapter 6: Outlines objectives and policies specific to individual reserves.
Chapter 7: Summarises process for plan implementation, review and amendments.

What do the classifications mean?
We manage reserves in accordance with their classification. The majority of reserves in the plans are classified as recreation reserves. This is consistent with the purpose for which they were set aside and their current use as a neighbourhood reserve, e.g. containing playgrounds and open space areas for playing.

A few reserves are Local Purpose (community building) reserves. This classification reflects the community facility on the reserves (e.g. a scout hall). 

Should a proposal arise to significantly change the use or purpose of a reserve the council must undertake appropriate processes to change the classification of the reserve.

Which reserves are considered Neighbourhood Reserves?
See the list of reserves above. There are 27 reserves to be included in the New Plymouth District Neighbourhood Reserves Management Plan and six to be included in the Waitara Neighbourhood Parks Management Plan.

Why are there two plans proposed, with the Waitara Neighbourhood Parks included in a separate plan?
The majority of the Waitara parks/reserves are not held subject to the Reserves Act 1977 and consequently are not classified. However, they are managed by us in accordance with the principles of Act. 

The Reserves Act 1977 requires that for reserves to be included in a Reserve Management Plan they must be reserves subject to the Act and formally designated and classified as reserve. Given the complexity of the land tenure in Waitara, it is recommended that the six Waitara neighbourhood parks not declared subject to the Reserves Act at this time. 

A separate non-statutory management plan has been prepared for these reserves following the same process as for those reserves subject to the Reserves Act 1977. This management plan is called the Waitara Neighbourhood Parks Management Plan.Return to top

Why is my local park not included in the neighbourhood reserve management plans?
It is likely that it is considered a part of another category of reserves. There are also a number of areas of reserve in the district that are used as neighbourhood reserves by local residents but are connected to a larger reserve. For example, the play area at Onuku Taipare Domain is a distinct area set above the sports grounds. However, because it is part of the Onuku Taipare Domain, it will be considered in the Sports Park Management Plan.

Will I have the option to speak to the council as part of the consultation process?
Yes. All those who provide written submissions can indicate they wish to speak in support of their submission at a hearing to be held in March or April 2009.

Consultation on the Draft New Plymouth District Neighbourhood Reserves Management Plan starts on Monday 15 December. 

Copies of the draft plan will be available from the website, the Civic Centre, district libraries and service centres.

Submissions close at 5pm on Friday 27 February.

What's next?

This is a two-stage consultation process. The first stage was looking for ideas from the community to help us draft the management plans. 

Once the draft plans are complete they will be released for public review (on Monday 15 December) and further submissions will be sought.
