Refuse Collection Levels of Service Policy

Policy Purpose

This policy explains the levels of service that are provided for refuse collection within New Plymouth District.

Policy Statements

The following statements apply to the levels of service for refuse collection within New Plymouth District: 

1. A weekly collection shall be provided to all designated refuse collection areas within the District.
2. A weekly collection shall be provided for official excess bags and recyclables along defined routes between the designated refuse collection areas.
3. The collection shall be provided on the same day of the week, each week, including public holidays.
4. The refuse collection heavy duty plastic refuse bag or paper multi wall bag shall not be more than 60 litres in volume or 20kg in weight when filled and must not contain wastes prohibited from landfill disposal such as hot ashes, dead animals and hazardous wastes.
5. A weekly kerbside recycling collection shall be provided to the current levels of service.
6. The refuse and kerbside recycling service shall be funded by a uniform targeted rate for refuse collection and disposal as detailed in the Schedule of Fees and Charges included in the current Long Term Council Community Plan or Annual Plan.  
7. Excess refuse and refuse from non-residential premises and refuse from those outside the designated collection areas may be catered for by use of approved bags (see 4. above) with a current excess refuse sticker applied.
8. The refuse collection contract shall include for the contractor to receive and market recyclable materials deposited at the Council’s landfills and transfer stations.
9. The refuse collection contract shall allow for the contractor to provide a mobile garbage bin service in conjunction with the contract but as a private arrangement between the contractor and the customers who opt for such a service.
