Extensions to Water Service Areas Policy

Policy Purpose

This policy sets out how the Council will undertake any future extensions to water service areas in New Plymouth District. This policy replaces existing Council policy P00-015 Extensions to Water Service Areas.

Policy Statements 

The following statements apply to any future extensions to water service areas within New Plymouth District:

a) That any future programmed expansion of water supply areas only be allowed in accordance with the current Asset Management Plan and as provided for in the current Community Plan, notwithstanding that expansion may also occur through capital contributions or vested subdivisional assets.

b) A rural level of service (restricted flow) will only be provided in approved rural water supply areas, with exceptions only as in sub-clause e) below.

c)  Extensions to the urban water supply areas will be managed on a subdivision by subdivision basis, and any such extensions are required to meet the Council’s urban levels of service (including fire fighting) at the cost of the developer.

d) In the event that a developer or property owner wishes to have the water supply extended into any new unscheduled area, this be allowed subject to the approvals above, and provided the entire cost of any such extension is at the cost of the developer or property owner and in such circumstances no subsequent refund be payable.

e) An on-demand supply is allowed in isolated cases in rural water supply areas only where:

    • The connection is metered.
    • The maximum service pipe internal diameter is 25mm.
    • The connection is to service mains (not trunk mains) of 150mm diameter or larger.
    • The lot size does not exceed 1 hectare.
    • The minimum operating pressure available in the mains is 300kPa.
    • A fire hydrant exists (or can be installed at the cost of the applicant) within 135 metres of the existing building or building platform on the site.

f)  New customers and property developers are responsible for all of the costs associated with servicing their developments with water.

g) This policy does not create a precedent for extensions to the sewerage drainage districts which are identified separately through the Assessment of Water and Sanitary Services and the respective Asset Management Plan.

Review of Policy 

This policy is to be reviewed after the adoption of each three-yearly LTCCP, or earlier as required by a change in legislation or other significant prompt.      

Reviewed three yearly (next review 2012).
