2009-2019 Community Plan

The Community Plan seeks to reflect what type of community the people of New Plymouth District would like to live in, and the things they would like to see made available for their community.

In the plan you will find detailed information on the Council's plans, detailed accounting information and copies of the Council's significant policies and statements.

Welcome, Introduction and Audit Opinion

In the 2009-2019 Community Plan you can read about the Council's proposals on the work we propose to undertake for the next 10 years, and how we plan to fund it.

 

Section 1: Guide to the Plan

This Community Plan seeks to reflect what type of community the people of New Plymouth District would like to live in, and the things they would like to see made available for their community.

 

Section 2: Our District

New Plymouth District is one of the largest districts in New Zealand and includes the city of New Plymouth, the towns of Waitara, Inglewood, Urenui, Okato, Bell Block and Oakura, and many other smaller rural communities.

 

Section 3: Our Community Outcomes

The Community Outcomes are intended to reflect what is important to the community in terms of cultural, economic, environmental and social issues.

 

Section 4: Our Future Challenges

This section of the plan outlines some of the key challenges the district will need to respond to over the next 10 years.

 

Section 5: Planning and Working Together

This section give actions of how the Council's activities contribute to the achievement of the Community Outcomes.

 

Section 6: Council Activities

This section provides the detail of the Council’s work plans over the next 10 years. The work plans are grouped into work areas which are called ‘Council activities’.

 

Section 7: Council-Controlled Organisations

The Local Government Act 2002 requires the Council to include in the Community Plan information on Council-controlled organisations, i.e. those organisations over which the Council has a 50 per cent or more shareholding or level of governance control.

 

Section 8: Financial Implications and Forecast

The nature of the prospective financial statements is to formulate a blueprint for the future in financial terms of the plan – it reflects both financial and strategic input.

 

Section 9: Our Council

Information about Council and community board members and our management structure.

 

Section 10: Glossary

This listing is intended to help readers understand the technical terms used in this plan.

 

Section 11: Policies

This section contains key Council policies in full or summarised form. This is not a complete collection of all Council policies, just some that relate specifically to the 2009-2019 Community Plan.

 

Section 12: Summary of Assessment of Sanitary and Water Services

This section provides an assessment of water services and other sanitary services within New Plymouth District.

 

Section 13: Summary of Waste Management Plan

The Council's Waste Management Plan (WMP) provides a practical guide to the waste management practices and policies of New Plymouth District Council and outlines how the Council will work with the community and other local authorities.

 

Section 14: Schedule of Fees and Charges

This section covers the Council's review of fees and charges, and shows charges from 1 July 2009 to 30 June 2010.
