Strategic Intent

New Plymouth District will offer an attractive living environment that compares favourably nationally and internationally.

It will do this to attract and retain the skilled labour force our community needs to grow and prosper.

The unifying purpose of all New Plymouth District Council services lies in creating an attractive living environment.

New Plymouth District Council will invest in, maintain, assist and encourage others to provide those diverse facilities, infrastructure and services that are needed to make New Plymouth District nationally and internationally a location of choice.

Welcome

Confirming the annual budget is always a case of balancing the natural desire for progress against the corresponding desire to minimise cost.

I believe that your Council, with guidance provided by many submissions from the community, have achieved this for the 2011/12 financial year. We have reduced the rates requirement by $4 million, brought about primarily through savings on internal operating costs and refinements to depreciation and renewal profiles, which has helped us confirm an increase of 5.5 per cent instead of the seven per cent outlined for 2011/12 in the ten-year Community Plan.
 
Despite the trying economic times, we are delighted to have this smaller rates increase locked in while still giving the go-ahead for a new pipeline taking wastewater from Waitara to New Plymouth, along with a major upgrade to the New Plymouth Wastewater Treatment Plant, in 2011-14 (sooner than planned for). Strengthening our district’s key infrastructure, such as sewerage, is important even as we keep a firm hand on the financial reigns.

The result of all this is a modest increase in the average monthly residential rates bill of $8 to $156.

The financial year of 2011/12 promises to be an ‘eventful’ one – quite literally. In September the Rugby World Cup 2011 will come to town, bringing with it with thousands of international visitors keen to sample the delights of New Plymouth District. In addition to major international artists at the TSB Bowl of Brooklands and fantastic events at our other venues, the tournament will further boost the district’s reputation as one of New Zealand’s premier destinations. We’re delighted to say that Stadium Taranaki is in tip-top shape for our three matches and it will be great to see our district and region embracing the visiting teams and their supporters.

The fervour surrounding the Rugby World Cup is certainly something for us all to look forward to but it is also important to remember recent events and ensure that we learn from disasters such as the Christchurch earthquakes and the tragedy of the Pike River mine explosions. Such shocking events highlight the importance of a strong community and robust emergency planning. It is comforting to know that in New Plymouth District we have both.
